Currently, Kazakhstan is a rapidly developing country with a large raw material and production potential. The goods of Kazakhstani origin are actively exported not only to the neighboring, but also to far abroad countries.

Kazakhstan has signed with many countries Free Trade Agreements, according to which mutual benefits are applied in relations of customs duty during their turnover.

Certificate of origin – is a document indicating the country of origin of goods and issued by the authorities of the exporting state in accordance with national legislation.

It allows you to take advantage of preferential customs duties, or completely get rid of them. Provision of these preferences is reflected on the price of exported goods and, consequently, on its competitiveness. In addition, the certificate of origin may be requested when you open a bank letter of credit, in the further sale of the goods at the buyer's country, etc.

Certificates of origin are issued solely for the goods produced in Kazakhstan and exported to other countries.

There are four main types of certificates of origin for exported / re-exported goods.

For example, a certificate of origin of "ST-1" form is issued for goods exported from the Republic of Kazakhstan to the member states of the Agreement on the establishment of a free trade zone (CIS): Armenia, Azerbaijan, Belarus, Georgia, Russia, Kyrgyzstan, Moldova, Tajikistan Turkmenistan, Uzbekistan, Ukraine.

The certificate of origin of ST-1 form completely releases the importer from the payment of customs duty.

Certificate of origin of "ST-2" form is issued for goods exported from the Republic of Kazakhstan to the countries with which were signed the acting free trade agreement, with the exception of the CIS countries (such as Serbia).

Certificate of origin of "A" form is issued for goods exported to the European Community as well as to the US, Canada, Japan, Turkey, Australia, New Zealand, Switzerland, Liechtenstein and Norway under the Generalized System of Preferences.

In the presence of a certificate of origin of "A" form, an importer is fully or partially exempt from duties.

The certificate of origin of "Original" form is issued for the Kazakhstani goods to be exported to all countries, except CIS countries and the EU, and if you do not require a certificate of origin of "A" form or other special certificates.

In 2009, in order to support domestic producers by the governmental order dated by July 16, 2014 number 793 was introduced Certificate of origin of “CT-KZ” form, which is intended for circulation on the territory of the Republic of Kazakhstan.

The certificate of origin of “CT-KZ” form is issued for goods which have undergone sufficient processing in accordance with the criteria of sufficient processing of goods and exported from the territory of special economic zones and free warehouses to the rest of the customs territory of the Republic of Kazakhstan, as well as manufactured and sold at the customs territory of the Republic of Kazakhstan.

For registration in the register of domestic producers of JSC "National Welfare Fund" Samruk-Kazyna "producers must have a certificate of “ST-KZ “.

Presentation of a certificate in tenders and procurements of national companies as well as subsoil users provides the right to obtain the conditional discounts.

In accordance with the Law of the Republic of Kazakhstan "On the National Chamber of Entrepreneurs of Kazakhstan" from July 12, 2014 The National Chamber of Entrepreneurs of Kazakhstan "Atameken" (hereinafter NCE) started to perform the function of registration and certification of certificates of origin.

In the current period registration, certification and issuance of certificates of origin is executed by the regional chambers of entrepreneurs in all areas of major cities and the capital of Kazakhstan.

On the basis of the daily information from the Regional Chambers of Entrepreneurs of Kazakhstan, NCE RK keeps register of issued certificates of origin for domestic circulation of "ST-KZ” form.

The information on this registry is uploaded daily on the Internet portal "Kazakhstani content", which is freely available at www.ks.gov.kz.

Uzbekistan and Turkmenistan have not acceded the above-mentioned international treaties of the CIS, in connection with which the definition of the country of origin for those countries is carried out in accordance with the requirements of Regulation dated by 24 September 1993, taking into account the rules of bilateral agreements concluded between Kazakhstan Uzbekistan and Turkmenistan.

For export to Georgia is applied Council Decision of Heads of Governments of the Commonwealth of Independent States dated by 30th of  November 2000 “On the rules of determination of the origin of goods”.

 For CIS countries the agreement on the rules of determination of the origin of goods in the Commonwealth of Independent States (Yalta, 20th of November 2009).
